The UK and US have established a key bilateral deal that will keep zero duties on UK medicine shipments entering the US market.

Agreement Details of the Deal

As part of the deal, the UK has agreed to boost expenditure on pharmaceuticals through the public health system. This move secures that duties on these vital exports will remain at zero for a duration of the next three years.

This agreement follows previous threats to hike tariffs on patented drug products, with potential rates discussed reaching double the cost.

"This deal between the Britain strengthens the worldwide climate for new treatments and brings much-needed balance to U.S.–U.K. drug exports," an announcement declared.

Economic Significance

Drugs represent one of the Britain's most significant export categories to the America, which is clearly the largest market for major British pharmaceutical firms.

Trade data indicate that in the one-year period to the end of last September, the UK sold medicines valued at £11.1bn to the US. This amount represented a significant portion of total UK exports in that timeframe.

"This agreement protects work, increases investment and paves the way for the UK to emerge as a worldwide center for life sciences," a government official commented.

Specific British Pledges

The deal involves several specific commitments from the UK:

  • Revised Affordability Limit: The UK will increase the price threshold at which it deems new treatments to be unaffordable by a quarter.
  • Boosted Medicine Funding: There is a target to double overall NHS spending on treatments from 0.3 percent of Gross Domestic Product to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The percentage manufacturers must pay back to the NHS to control costs will be limited at fifteen percent. In the past, repayments exceeded 20%.

Industry Background

The deal takes place against a ongoing tension between the pharmaceutical industry and the ministers over medicine costs and NHS adoption.

These tensions were heightened by arguments that American patients were paying a premium for the equivalent treatments than people in the other developed nations.

Recently, several significant drug company projects in the UK have been delayed or scrapped, while multi-billion-dollar funding commitments have been announced toward projects in the United States.

The Science Minister stated that the NHS needed to spend more on medicines, noting that its budget allocation on drugs had shrunk as a share of its total funding over the past decade.
